I remember playing this on PS2 as well when my dad's friend let me have the game. It was pretty fun driving around and stuff. I miss the game, and it brings back memories. I'm gonna try to play it on Dolphin too, on my phone, but I do not want lagging or anything bad happening.
Your gonna need to download the app dolphin emulator. 7zipper and then go to the link in the description to download the rom file which is the actual game once the game is downloaded you can open up the 7zipper app and find the rom/game that you downloaded from the website to unzip it or something like that then you can open up the game and play it in the dolphin emulator app. If you need more help there's plenty of instructional videos and tutorials you can watch on TH-cam that explain and helps step by step just be aware you may need a fast and powerful device using a cheap device will make game play maybe unusable or difficult. I use a oneplus 7 pro it has 8gb of ram which is good and has 256 gb of internal storage. The higher the ram the better from my experience

Try out a oneplus 7 pro or the new oneplus 8t those are pretty good fast devices without busting the bank for a galaxy s20 ultra or note 20 ultra
