Cops are legally allowed to lie or do pretty much anything if it means they can get someone to confess to breaking the law or anything that warrants the cop to do something sad world when we allow our protectors to do this.

The laws might be different where they are but my guess is it's like everywhere else, it is not illegal to ride the ATV in the dirt. Which would make his statement incorrect or misleading. Also if I am correct then he can't even stop you unless he witnesses you on the roadway, he said something about you can't be on the roadway but never stated he saw her on the road, which would make that an illegal stop since he makes it abundantly clear that it was an official stop but never states it articulately(probably because he was full of shit). But for argument's sake if he did witness her on the roadway or his State's laws are different then he was a pretty stand up guy.

As much as I hate cops I'm glad you guys also show the real cool cops that are just worried about your safety and aren't just trying to write tickets and talk to you calmly without barking out orders or yelling. I think cameras and TH-cam/internet has helped make a lot of people more polite. Both cops and drivers are more worried about being sued or shamed in front of whole world that both sides keep their calm and discuss what the issue is more civilized. Which means fewer tickets, fewer arrests, less injuries from a fight breaking out. Not just when cops are involved but driver/driver altercations/accidents to prevent road rage

Something I have noticed. That cop laid down some very strict rules as to where and how that off road vehicle could be operated (at the midpoint or so, of the video). If you were to call the cops and made a complaint against some off roaders doing something similar to what the cop already listed as a "problem" as far as you were concerned the cops would tell you to pound sand. I say it in another way. When they want to mess with you they will say some certain activity of yours is a problem. This problem activity is exactly what you tried to get them interested in dealing with previously, only that time it was you seeking relief from someone else's offensive and illegal operation of an unlicensed and uninsured off road vehicle.. My point. Cops do not react well to having a minor off roading case dropped in their lap. They seriously object to you pointing out these minor but potentially serious (if someone is hurt) infractions. I really like 4 wheeling, riding bikes,more so hiking in the desert. I feel people should pay attention to how much dust they are making, the noise they are creating and their speed. Riding on the easement (the sides of the paved road) is not a way to stay legal. It is a way to get hit by a car that did not have enough time to react to your vehicle. If only cops would take citizen complaints seriously. As it is they enforce what bothers them, only.
