- The volume of engine cylinder is termed as CC. Its short form of Cubic Centimeter .The volume of cylinder is directly proportional to fuel consumption. In simple, larger the cc, bigger cylinder, hence more fuel is required to complete each stroke. So smaller engine bikes and cars generally give better mileage.

Higher CC engines would weight a little more. Since they attain more speed a little more grip is needed, and hence bigger tyres are needed. This requires a stiffer suspension, bigger brakes and a sturdy chassis. All these add further weight which reduces the mileage of the vehicle.
Motorcycle engines are designed to be smaller and lighter than car engines of similar capacity. In order to make the most power for a specified size and weight of engine, motorcycle engines are designed to rev high, and even common commuter motorcycles commonly rev to around 8000rpm , a bit higher than most cars which tend to rev no more than 6500-7000rpm (except sport cars again, which still usually rev no higher than 8500rpm, with a few exceptions like the Honds S2000 and the Formula (F1, F3) cars.
The higher an engine revs, the more combustion cycles an engine has. A 600cc such as a CBR600 revving at 12000rpm, has twice as many combustion cycles as 6000rpm ; bigger engines such as the VFR 1200 tend to rev lower at around 10500 max, whereas the CBR600 has a peak rpm of some 14000-15000rpm. The more the number of combustion cycles, the more the fuel burnt.
Now, if you look at it another way, the bigger cc bikes are more efficient. A 600cc engine running at 15km/litre , vs 100cc engine at 60km/litre , then at 6 times the displacement, the 600 should have 6 times the fuel consumption, i.e, 10km/litre , right ? Or if you talk in terms power - a 7-8hp 100cc engine at 60km/litre , produces 0.133hp per litre/km ; whereas the 600cc engine that makes 108hp, roughly 13.5 times the power, but only 4 times the fuel consumption.

Weight to CC ratio is also important.
If the bike is heavy, cc is less, mileage is compromised.

Mileage means Total kms in Odometer, you are talking about Average Consumption.
Mileage means ages of miles covered

I totally do not agree with some of your statements, RE interceptor which hai 2 cyl 650cc retains approx mileage of 25kmpl where as the Dzire with 4cyl 1200cc retains the mileage of approx 22kmpl,,, how it is possible,,, another thing A Bike with 150 cc retains the mileage of 40-50kmpl where as the car with 10 times more CC claims about mileage of approx 20kmpl how it becomes possible???
