Sadly if the neighbor's did NOT file a dangerous dog complaint. ACS did not know or did anything until it was to late. Unfortunately the doggies paid the price. Yes Owner's brought up these doggies to behave badly. RIP.

The owners should be charged. This didn't have to happen.
I have lived all over the country. And have been attacked by dogs 4 times since I have lived in SA. Never had that problem anywhere else.
I tried to tell them. They fled, they didn’t move out. They fled. They found out it bit someone so they ran. I told them this would happen.
