Portland succeeded with the Avdia trade and gave 2 first-round picks in return. Avdia is the best player on the team with a comfortable contract that will decrease in salary over the years. Why would they move him? They are stuck with Ayton's contract. Portland doesn't want any more high-profile players, and they will want a minimum of 2 first-round picks. It doesn't make sense for them to agree to anything less than that.

The kind of team that could get the most benefit out of Avdija is a contender that needs to add a good player but has a big payroll up in apron territory, which is where contending teams are liable to be. Avdija would actually be a more valuable asset to such a team than Portland, because they're not in the luxury tax and aren't a contender so they aren't able to reap the full value of Avdija. But the price would be high. I would say the starting point for conversation would be three decent to good first round picks along with some junk players on expiring contracts to match salary.
