Honestly for surrendering, i do agree with azzap about the fact that riot never should have dropped surrender votes down to 15 minutes. it was a pretty bad decision now but it was a good idea back when they were making the game a 20 minute match every game. but now with the fact the games are going back to being roughly like 30 minute games, that 15 minute surrender vote is not needed but you cannot go back on it either.
When i play sivir, i tend to run pta. Especially with engage supports, to offset the early. I will also sometimes push flickerblade till 3rd to get, ie after essense reaver to try and get online a little earlier into the game.
As a sivir main for literally years who has seen her strength come and go shez very much in a good spot at the minute. The problem as huzzy says is her early game, i find the best way to play sivir without early ganks is passive, build up cs to first back for a pickaxe, you start to notice a change in your dmg then. I never favour a early long sword back, because sivir can farm so well and so quickly its easy to ramp up the cs for a quick pickaxe. If you do manage to take an early kill or have lane advantage enough to get a couple i tend to wait out for BF sword and snowball from there with an i.e Sivir is very mana dependant so Essence is always my first pick usually
Man Huzz, you really need to start learning the difference between splitpushing, side laning, catching a side way, fixing a side wave, setting up a bouncing wave etc. I get that you're biased towards disliking *actual* splitpushers but its really misleading when a Master rank player does this for years on end which is only leading to your lower elo audience getting the wrong idea. Its like any time someone even moves into the bottom quadrant of the map you automatically just say they're split pushing when there's a million other things that's actually happening......
It's interesting because Sivir used to be somewhat of a lane bully herself. Her q used to do absurd damage at lvl 1
