There is never just heros and villains. It is your past and your perspectives that make you what you are. He simply had a different plan in order to create true peace other wise there would never be such a thing. One of the reasons why he is one of the best written villains in any anime. Once Obito would realise Madara was right, he would get to the same conclusion as Madara: if you want a "perfect world", you need to create a new one for every perspective on what a "perfect world" is, therefore one for every living being.

When we were young we didin't understood what is a villan or a hero. We thought they are the same. On the same side. But now. You know. That the only villan is the dead hero. A hero who you loved to see is now a villan and the hereos trying to stop him are the true villans.
