Yes, correct but only for the highways which is frequently used, n you can follow Lahaul-spiti police page on facebook, they share the advisory about which road is open and specific timings as well
The cliff hanger section is only of 4-5 kms and time is totally depend on how much time you are stopping in between that section I crossed it in 1 hour 15 minutes as I stopped 3 times to take drone shots or else it is not more than 45 minutes

Bro, it is closed and I mentioned it in the video as well that it is permanently closed now but when I was crossing this section it was open due to Motorbike expedition orgnised by Indian Army and the weather was also another factor. But I mentioned in the video that it is officially closed
