I don't believe when you say we won't blame the government. The government should provide an enabling environment to it's citizens to thrive. There must be power.. constant electricity supply to encourage productions.
It's not the government's responsibility to create jobs but to create an enabling environment which I totally agree. Government should provide public infrastructure to aid small and medium business owners which in turn will increase the size middle class. China focus over the past 3 decades is to enlarge the middle class which is now roughly 30-40% of the Chinese population, placing the entire country to be the 2nd largest economy in the world after USA.

Government must be ready to sensitize its people to enterprise and create an environment for all these businesses to grow
