PASSIVE: Akshan marks enemy Champion icon champions that kill allied champions as Scoundrels for 60 seconds. If Akshan scores a Damage rating takedown against a Scoundrel while alive and within 3 seconds of damaging them, he receives an additional 100 Gold 100 and revives all Death dead allied champions that they have slain after 1 second.
When Akshan claims a Scoundrel's bounty he removes the marks of all other enemies. Scoundrels refresh their mark duration on subsequent kills, and will have their mark removed when they die by any means. Akshan cannot mark enemies as Scoundrels while they are dead. Allies are revived at their summoning platform.

has a much bigger range tho and its only perma if you a near terrain or in a bush (but it guess it's because he's ranged)

"Should a jgl be same level as a sololaner?" Yes. Absolutely. jgl is a solo "lane" too, and eve literally went to several lanes to get kills and xp from waves. If she's not supposed to be the same as your level by fighting shit that fights back instead of afking in lane to soak xp, then league truly is fucked.
Complaining about Evelynn invisibility when Akshan has perma stealth if he want to, can revive entire team and has escape route (grappling hook). Eve is good when hyperfed, and can kill one person and run away cause doesn't have any utility to escape apart from R and can't teamfight.
