Yes he was, but in the original script he would have betrayed only after the Ballas took over Grove street and the whole city, CJ was meant to only know about his betrayal during the mission Photo Opportunity, that's why in the first missions Ryder looked loyal, but when Rockstar completed the game they felt like some players would have wanted to know what had happened to Ryder sooner than that mission, so they included him with Smoke in the Green Sabre cutscene (though CJ still doesn't acknowledges his presence) and made a few last minute extra dialogues here and there including a scene in the introduction to make it seems like Ryder was always on Smoke's side and a traitor, when in the original script he was actually loyal at first.
And he'd never own many properties across San Andreas, and probably never ended up being a businessman because he'd still be gang-banging with Grove Street Families :(
