Is there a reason why you are not using mqtt ? This would be so much clearer and easier to understand with serverless functions and an IoT protocol like mqtt. If the idea is to focus on cognitive services i would get that php, html, reading / writing files and Python spaghetti completely out of the way. Beginners will be totally lost as they need to know html, php, reading writing files, python,…. Put you cmds on a topic and have the pi and/or arduino just listen to that topic. The arduino can push his temperature on a topic also. Makes for a much nicer decoupled architecture than those old school http , polling and file based integrations.
