As far as babysitters go, what do you think of Ozymandias? Obviously, another expensive option but not without his benefits. His Protection from the Sun God will guarantee Illya’s skill as well as give her a 20% pat on the butt towards her NP. Also, an interesting point (imo anyway), Ozy’s bond 10 CE grants a 10% boost to Buster&Arts effectiveness. This is good because of Illya’s focus on her Buster NP and due to the fact she does have 3 Arts cards and the boost can help her gather NP just a little bit faster. Oh, and he’s got Charisma for a little more damage.
I have mixed emotions after rolling on the Illya Banner. I got a silver-into gold caster card in the middle of a 10-roll, excited it might be Illya but instead it was Sanzang. I love Sanzang too but I really wanted to complete the family, since Illya is the only one I'm missing. After watching this guide, at the very least knowing her expensive tastes and that she's hard to work with and to build up for gameplay-wise lessened some of the negative salt and grow more appreciative of getting Sanzang, and instead I can build Sanzang for that team #1 option and borrow a friend's Illya instead for the time being.
Honestly, I know eventually the debuff is a problem, but for the majority the content, Illya's 10% debuff isn't really that bad and your kinda overplaying it. Her phantasm hits SO HARD that you really won't notice the 10%. Now if your stacking the debuff, that's where things go awry. Her NP gain is her problem. Which is fixable, as you've noted, with proper support and/or CEs.
It's a workable issue, the debuffs, if you pulled her, but there are many other servants that can hit just as hard without the drawbacks. If you want to run her then nothing's going to stop you anyway, and it's not like the game's impossible with less than ideal party composition. It's just the debuffs were probably worth noting as a disadvantage to her over other servants.
Illya review: -Card Captor Sakura Song check. - Luvia pushing miyu off a helicopter to force her to fly check. -Rin Smashing ruby over and over again. Check..... Man i really question what magical girls are supposed to be like nowadays... Some say it should be with cards. I superior ride thee... Buster blade illya??? Or maybe whacking stick instead? Or it may even be fate itself... (And of course the archer class is made up of archers .... (And yes, that was a reference to the voice of saint quartz for those who were wondering)) but hey in DW and nasu's defense they are "technically" still archers since they shoot like archers... Just with blades... But there's no defense for archuria who despite having a Holy sword capable of going toe to toe with EA, still chooses to fight with a watergun... Apparently the archer class is also made up of gunners too... And even toy water gunners.... Anyway this has been way too long of a comment... Btw, for CE recommendations i recommend the holy night dinner CE that's going to come in this year's Christmas event. It is an event ce ao you will be able to limit break it and trust me it is worth it for it's effects. Max effects when limit broken include: 50% np charge at the start of the fight, 15% CD boost and 15％ np strength boost.

Chloe makes a good second attacker and she can help Illya make her buffs actually work while Miyu can make sure that you don't ever die while working with Chloe to make sure that Illya gets everything she wants. Add in the fact that half of your deck is arts cards and you're gonna be gaining a lot of NP every turn. You're not gaining any crit stars outside of Wish Upon The Stars, and won't kill anything very quickly outside of NP spamming, and you're screwed if Miyu bites it while your skills are on cooldown, but if you can keep Miyu alive either through craft essences or mystic codes, then you essentially have Illya nukes every turn, at most every 2-3 turns.

Will try out for the time being with throwing on a black grail and letting Illya unleash death. Plenty of decent support options for her at this stage with BB, Bride, Kuro (with her upgraded skill), Waver, Jeanne, Medea Lily, etc. All you probably need is supports with enough arts cards for chains (5 hits on her arts even at her np gen rate is effective enough), someone that can either bolster her third skill or clear debuffs, and provide a different kind of attack buff besides buster since different buffs are more effective. Either way, I like the character so I'm glad to have her. Even if I'm loaded up on offensive Casters (Umu Caster, Sanzang, Medea, and now Illya), I'm happy to use characters I like.
