I just got a transit and the remote didn’t work, at first I thought it could be the battery, so I test the battery and it was showing 3v, the next step was making sure that the remote was paired with the transit, I followed the steps you are doing and boom it work !!!! Thank you so much !!!!
How old is the Transit? I have a copy of my Mondeo key, but cannot get it worked. Start block is refusing the key. However, I can remotely close and open the doors with it. I think it has no transponder chip.

It should be able to do it. I did a 2014 one last week.
