"The fear of the Lord is the beginning of wisdom" (Proverbs 9:10). In Bronze Age religion the awe of the divine, which was seen as the source of both good and evil, was viewed as the basis for social morality. Hence "terrible." The spell simply follows the traditional rubric in this regard. Modify it for personal use if it doesn't work for you. The idea that Gods should be nice and good is a relatively modern notion.
