No festival is secular in any manner or form.

NO FESTIVAL IS SECULAR.
All Festivals are Dharmic in nature and follow the rules of their respective religion.
You should have also mentioned Raja Krishna Chandra Roy of Nadia ( back then Nabadwip). He is said to popularised Durga Puja. Even to this day the royal house of Nadia still celebrates Durga Puja as it was during his time.
*As per my knowledge "Durga Festival" as advertised by TMC is an ISLAMIC festival in which bengali Hindus participate by eating biryani made by muslims [adds their saliva] and then on Ostami & Navami eat HALAL mutton from the muslim meat shops. Where the meat is prepared by reading kalma while the dying animal's face is towards Macca .* So that is definitely a muslim festival.

For such kind of people I want to say that the Durga Puja in Bengal was never been secular. It's the sickulars of WestBengal is trying to do so, specially TMC.

Festival is a natural event to Hindus secular word doesnt fit nor communal, festivals in India are always linked to history of the land and its culture.
Christmas has become a secular festival - Hindus, along with people from other religion celebrate the occasion.

Devi are highest energies for specific purpose only. They aren't awakened routinely. Only Devine/bhagwan needs to be worshipped routinely.
