Can someone explain to me please the reasons a set restart it awarded? I thought it was if the tackler holds on too long but sometimes itll be set restart and I havent a clue why. Thanks

If there's a play that will determine the ref to give a penalty, the refs have the right to keep the continuity of the game and award a set restart instead stopping the play for a penalty.
