The US is energy independent with fracked shale-oil. Your problem is old-fashioned refining facilities that can only process imported heavy, sour crude. Same story as with your old automobile and electronics industries that lost out to more modern Japanese technology in the late 20th century. More dividends means less capital investment... outdated equipment and methods... your own fault, as usual... same in UK.

Countries without proper air defense may not price any oil or gas at oil.
