Enter Mongolia, Tibet and Mongolia had close ties since 16th century (or arguably even before that), the ties were so close that Tibet appointed the Mongolian Khan at the time as the first Bogd i.e. 3rd highest leader of the entire tibetan buddhism. Now after many years the 'reincarnation' of that Lama has been found and Dalai Lama accepted it. The boy needs to be Mongolian and he needs to have the protection of U.S. because he will have a huge sway over the selection of the next Dalai Lama. China naturally abhors it and would probably go very far in order to be the one to choose the next Dalai Lama. After all Tibet still hasn't given up it's dream for independence. All in all everything is nuanced and I probably haven't even grazed the surface of all these political machinations.
