(3) Unconstitutional "Demand for Referendum in Delhi" to precipitate similar demands elsewhere (Referendum was rejected by the Constitution framers)
(4) Food riots perpetuated by non-availability of food are supposed to be most catastrophic. Soviet Union & Venezuela collapsed because of empty shelves at super markets.
The LG rightly stopped house to house door delivery of ration scheme. Door to door Food rations would have eventually closed over 2200 PDS shops in Delhi. Such an elimination of vital Food distribution System (PDS) for the poor can be used by hostile forces after initiating internal disturbances to block door to door delivery, precipitate hunger & food riots.
