It never made any sense to me that Nyssa-who was trained by Ra's literally since birth-couldn't take Malcom herself. And yeah, he's just an awful person at this point. He keeps claiming to care about Thea so much but everything he does in this episode says otherwise repeatedly.
This episode aside we’ve seen Malcom care for Thea even in later seasons, he even trained her to fight at the end of season 2 when she asked

I think Malcolm has, since becoming Ra's, been given a larger perspective. The League is a tool of change in the world. And from what I've seen from Nyssa, I could not, I *WOULD* not put that into her hands either.
