Hey Jay, did you verify "50% of music royalties are never paid out"? What Imogen is discussing is songwriter/publishing royalties which is only about 20% of the total streaming money. The MLC (in the US) which went into effect this January - collects all mechanicals and is actively working to pay that out (this is 50% of the 20% - the other 50% of publishing royalties goes to PROs). And any songwriter can join an admin pub company like Sentric or Songtrust to collect 100% of their songwriter/publishing royalties. The other 80% of the money goes directly to the distributor. And the distributor knows exactly who to pay because they distributed the track directly from the the master rights owner (artist or label). So, it is feasible that (far less) than 20% of streaming money isn't paid out. But definitely not 50%.
