True but for the amount of strength more ssj3 has it has an equal drawback of how much energy and stamina it takes to sustain it. If one can’t reach 3 they can just refine their 2 and stand somewhat of a chance. Thats why Goku was so shook at Vegeta powering up.

It was like that when they first met. Goku admits Vegetas ssj1 was stronger than his before they went into the time chamber in the cell saga. Vegeta only really lagged behind because he didn't have anyone to fight seriously after Goku died and had to ask Bobby boi for a juicing. And in Super, Vegeta is either equal to Goku or just stronger than Goku. As evident to him boxing opponents Goku struggles or loses too. For longer before Goku returns for the W with a higher level of power like mastered blue, or ultra instinct of various levels. So honestly it's not surprising Vegeta giving it his absolute all after Goku not being dead giving him the stamina advantage of none stop 24/7 training... Considering the game’s story screwed around with certain details from DBZ before that people found problematic, they probably decided it would be best to do a near-untampered version of EoZ without trying to bridge DBS into it.
It's always been about the Base power level as well as you can master a form. Besides Vegeta isn't using normal ssj2. He not only has lightning. He has sparkles I. His aura. He's like ssj2.5
It makes sense that they both transcended beyond God Ki, turning God Forms into their Natural Power, so they are Godly in their natural state while getting even stronger in there SSJ Forms.
Funnily enough, this works since in DBZ Kakarot's continuity, Goku and Vegeta getting their God forms and wishing Frieza back to life is all canon. Why they don't use their God forms here is beyond me but I guess they just wanted to use their most legit powers.

Besides Vegeta isn't using normal ssj2. He not only has lightning. He has sparkles I. His aura. He's like ssj2.5
For the fk sake, why do people still think ssj2 Vegeta is weaker than ssj3 Goku? Didn't u watch him get angry and attacking Beerus before?
It makes sense that they both transcended beyond God Ki, turning God Forms into their Natural Power, so they are Godly in their natural state while getting even stronger in there SSJ Forms.
Funnily enough, this works since in DBZ Kakarot's continuity, Goku and Vegeta getting their God forms and wishing Frieza back to life is all canon. Why they don't use their God forms here is beyond me but I guess they just wanted to use their most legit powers.

It's kinda sad they didn't, but this would've been the best opportunity to add UI Goku and UE Vegeta since this is the ending to the series. There will be no need to explain why they have the forms due to the manga, so just add them for the ending of this game.
