You can throw resolution numbers around all day but it all ends up at the pixel density of a monitor (dots per inch). If you have 1080p on a 1080p native 40inch screen and 720p on a 720p native 21 inch screen the 720p would look better. Having 720p on a native 1080p screen looks bad because the pixels are larger. Hell, 1080p on a 21inch screen has about the same pixel density as a 30inch 1440p screen. The picture quality is about the same except the 1440p screen is larger. The whole reason people like 4k is because they can use a large screen like 40 inches and have about the same DPI as a smaller 1080p monitor. OR if they put 4k on a smaller monitor the pixel density is so great that everything is very crisp. Apple retina displays are just 1440p/1600p resolutions on smaller displays. Because the display is smaller and the resolution is so big the pixel density is really tight so pictures are crisp.
It usually comes down to controls. Games like Dark souls really do better in 60fps becasue it makes the controls more precise and solid feeling than in 30fps. For a game like Last of us, I bet the animations will look a bit smoother but other than that I doubt it'll make a big difference.

60 frames per second is highly noticeably better than 30 in games. It is smoother and more responsive. Many Games in 30 frames per second are hardly playable in my opinion. Also 60 fps is not the highest the human eye can process. That is a myth. Anyone with a 120hz monitor will attest to the fact that 120 frames per second is factually smoother, more fluid, and more playable then 60 fps.

Sins of a Dark Age isn't a F2P moba, its an early access on one steam that you get for 5 dollars I got it for 2.00 when summer sales were going on. Its a really fun moba so far, its one of the few besides league that I like.

Frame rate though...i prefer 60FPS...buf i honestly am not a cry baby like a lot of people when i hear a game is only 30 FPS especially on PS4/xbox one. A lot of people who complain about a game being 30FPs cant even play it at 60FPs because there refresh rates are lower compared to a PC where at least mine goes up to 144Hrtz
