With the lucky blocks, bows, swords, etc. You should be able to increase the luck with iron, gold, diamonds, and maybe emeralds.
You can decrease the luck as well I just don’t know how.

Each well has a lucky block underneath it so....
Put your lucky bow in the middle of a crafting table and surround it with iron blocks to increase the luck. You can use gold or diamond too but iron is 'cheaper'.
