If wrongdoing happens, be accountable and not a bigot and coward! No wonder that afternoon press conference showed anger towards DOJ for making their investigation public. Those that don’t want things to come to light are doing something in the dark. Shine the light on them !
Withholding public records is absolute proof positive that you are dealing with a criminal organization under the guise of law enforcement. You have to deal with the Phoenix police like you do with any other felons.... Threats and prison time.
PPD deserves every second of the DOJ oversight! Open Records Act etc. all well established laws. 6 months to shrug their well padded shoulders, give him a Kleenex 😷
The city is undoubtedly worried about lawsuits, and they should be. The DOJ has the cases and if the DOJ believes violations occurred, that would bolster people that were wronged to sue. While many cities have insurance that pays liability in lawsuits, like all insurance, there are deductibles that the city (meaning the taxpayers) pay. Also, there are caps to how much they will pay out per incident.
I highly doubt they will mainstream media are the propaganda and cover up voices for police departments otherwise they would of requested those documents long ago.
This is not unusual in law enforcement at any level, even a judge to lie,. Some state police do not have body cameras, and I can assure you that is troubling because it’s your word against them and who is the court going to believe? People lie, they make mistakes they see things differently and two people 30 feet apart can see an incident in a different way.. Police officers lie, defendants lie, but the video from the body camera or an iPhone for example and don’t forget ring doorbell, cameras, and surveillance video from businesses always tell a different story. The only thing they can do is withhold public information hoping you will go away. Amazingly eyewitness, a magistrates hearing where a man was charged with disorderly conduct and fighting with first responders. The state police claimed they had in car video and audio of the incident. I observed them completely ignoring the charges because they weren’t approvable and they were lying and they didn’t bring the dash cam video they claimed they had them. The magistrate had to explain to them, the Pennsylvania constitution and the constitution of the United States and what the first amendment means.
I'm way over in VA, but am very familiar with Dave Biscobing (sp?) He's a TRUE investigative journalist who speaks truth to power! The closest we have to him is Jody Barr in Charlotte, NC! They need to be cloned and scattered all over this country! EVERYBODY needs a Dave and Jody.
Get the law changed to 30 days to supply ALL records or go to jail. Conviction will result in being unable to work for the city in any capacity ever again.
We don't really have laws in the US. We have SOME laws, but the term must include a requirement or a prohibition ALONG with a predicate penalty. Open records requests (foia's) and the majority of constitutional 'laws' have no predicate penalties. So if you violate my free-speech, then there's no mechanism for enforcement -- same with open records. Until that is fixed, by passing something like a safety-net regulation where any legislative verbiage missing mechanisms like those all fall under something like "five year prison mandatory or two million dollar fine" in order to force those in power to fix the legislation.
Well, when you got the whole department that is corrupt, I guess the only thing you can do is deny deny deny… if everybody had all the records, they practically all lose their job so I guess you could go by each department fire groups of 5 to 8 and put new in there until you get the whole place redone
Thank you for the content you and your investigative team publish. It is sad that government actors supported by the tax base will now use tax dollars to employ outside attorneys to defend their anti-transparency actions. Average citizens most of the time do not have the resources to question and fight public records holders. For this news story, did you reach out to the Ombudsman-Citizens’ Aide Office for their comment? I thought that is what the staff attorneys in this office were paid (again by tax dollars) to resolve when there were problems with having a public record's request denied or go unanswered, they were the first line of defense. It seems all government actors and law enforcement, including outside council, the judge hearing the case, the court reporter, the courtroom itself, even the toilet paper in the courthouse restrooms are funded by taxpayers. Even a settlement (if there is one requested in this lawsuit) is either paid for by taxpayers directly or indemnified by a taxpayer funded insurance policy. Only the resources and activism by Mr. Chapman and his community are not funded from the taxpayers.
Okay, I just have to say it. That highlighter sound effect messes with my nerves every single time it’s used. It’s like listening to nails on a chalk board.
@@wadestanton Then why do they always tell us what is the law? Some video it appears they are making up laws. How does the Executive branch make the law if that is the duty of the Legislative branch. Almost sounds as if the police are violating the law.
Hey how about the DOJ not turning over records ? You're busting the balls of this police force for doing what the Attorney General is doing at the same time ? Which do you think would be a bigger story for a non-biased news channel ?
Just think about it you have to file a lawsuits to force law enforcement to follow the law
And it only works to make them follow that law at that time. Someone else might have to sue to make them follow the same law later.
💯💯💯💯

Exactly this 100%
Corruption can never prevent corruption. Bad cops can never uphold the law.
all cops are bad
Please keep the pressure on these sovereign citizen cops that will not be held accountable!
Yeah, i'm sick of these sovereign citizen cops who think they don't have to obey the same laws as the rest of society.
There should ALWAYS be a presumption of extreme corruption in the absence of transparency.
Withholding public records is absolute proof positive that you are dealing with a criminal organization under the guise of law enforcement. You have to deal with the Phoenix police like you do with any other felons.... Threats and prison time.
It’s about power over the people.
If you thought you were free you have never been informed on who trains the police.
Do we detect the Fraternal Oder of Police?
PPD deserves every second of the DOJ oversight! Open Records Act etc. all well established laws. 6 months to shrug their well padded shoulders, give him a Kleenex 😷
Yes, yes, they do and the more they push back the more we know they have to hide.
You rock Dave
Thanks Dave

If the law doesn't matter when the police violate it, *the law doesn't actually matter.*
Thank you, dave ❤
All News Organization in the area should join that lawsuit.

This police department has gone rogue.
Great work Dave/15!!
When are the people of AZ going to demand better government and accountability?
This is the only reason police have unions, so they don’t have to be accountable for unjust actions.
highlighter noises sound like sniffles lol
Why should anyone comply with the law *if the cops themselves won't comply with the law?*
They do whatever they want just like the DA's office
Only rats hide in the darkness.
Dave is one of the best local investigative reports in the country.
I had similar experience with Mesa Police to get records. Completely corrupt
Without leadership, transparency and accountability, Phoenix PD will be unable to create a culture of public service.
Get em Dave and ABC 15 !!!
I dont have hope that anything will improve. The supreme court is completely politicized and partisan.
👏👏👏👏👏

@@nadinevalent4436 Appreciate the breadcrumbs. I've tagged her YT channel for future review.
The people at the top are the most corrupt and should be dismissed.
Oh, there is definitely something juicy in those records.. keep pushing it!
Well, I am new AZ, and I think I found my news station. Keep digging and digging , keep up the good woork.
Great reporting
one corrupt governmental body calling out another. America in a nutshell 😂
DOJ needs to shut down the entire crooked department. They need to start over.
Phx might be the must fucked up city in the country at the moment
Other than law enforcement in LA.
@@gingw7333 na the law enforcement in Maricopa is definitely worse
Then why is everyone moving here? Really I wish people would go elsewhere. If you look at these comments Phoenix is clearly a horrible place.
Make HOBBS ACCOUNTABLE!!!
Send a Freedom of Information Act request to DOJ of the investigation documents.
Laws don't stop criminals, lawsuits don't change anything because criminals don't pay for it
Those taking active steps to not have records should be jailed for conspiracy.
I am SUPER GLAD that mr. Chapman is requesting police union stuff.
FINALLY!
Dave!!!!!! 😊
Love it! Keep suing the crap out of this city. Eventually they’ll learn or people will vote differently
They smear their own names, traitors.
All the interview audio is muted.
It's ugly out there...
Where's the audio?
Any attorney working with a government agency helping to withhold records can have an ethics complaint filed with the state bar.
They hit me with the back of the vehicle 5 months ago the Phx police don't believe me when I made a complaint
I hope you're doing okay
Get a dual dashcam if you haven't yet
Get the law changed to 30 days to supply ALL records or go to jail. Conviction will result in being unable to work for the city in any capacity ever again.
Why would they be using ‘Signal’
The Accountability Movement is gaining traction,
Everything that you hear about phoenix of is bad.
Why not just hand over the public information? Unless they are hiding stuff

Their not filing Bain ack either I think that's correct as well
I’m not surprised by their actions! Law enforcement believes they are above the law. There is no repercussion to their actions!
