In order to go super saiyan blue goku or vegeta needs their awakening gauge to the max or half full if your in super saiyan. The awakening gauge is that diamond around the character by their name. You can only go into super saiyan blue if you take damage because your awakening gauge doesn't move when you damage your opponent. Once your awakening gauge is full or half full in super saiyan you can click the right stick. Hope this helps!
