In liquid solutions, liquid must be the solvent. In solid solutions, solid must be the solvent and in gas solution, gas must be the solvent....

1.when liquid is solute and gas is solvent then this is the example of solution and you gave example of clouds and fog but clouds and fog are example of colloid not of solution
2.Butter is example of a class of colloids called emulsions not of solution
3.smoke is colloid not solution

According to ncert solvent determine the physical state then how in solid solutions solid can be solute???

Because if solvent is solid then then the physical state of solution will be solid because as you said physical state of solvent determines physical state of solution, for example if solute is liquid (Amalgam of mercury) dissolved in solid solvent (Sodium) then the solution will be Solid.
I hope you understand I tried :)
Edit: I misunderstood your question, sorry but anyways if you are asking how can solvent be solute but it can for example, copper (solute, physical state- solid) dissolved in gold (solvent, physical state- solid) and the solution will be also solid (as solvent is solid).

Smoke is not a solution it is a colloid. Also an alloy is chemically combined so it is not a solution but a compound. You should be factually correct if you are going to teach people.

Before countering your argument, let me make clear it first that a solution is a kind of mixture in which only one phase is visible to naked eyes, irrespective of number of components added.
Now, coming to your raised points, could you see inside the smoke? I mean to say that could you differentiate the components on the basis of your observation?
A solution is very similar to chemical compounds in terms of composition, but differs significantly when it comes to interaction of the particles of the components.
Are you sure about considering alloys as a compound? An alloy is rather a kind of mixture. The components (metals or non metals) do not react chemically. Simply put, their respective atoms are just stacked together in a definite order and nothing more than that.
