Comes to show the ' connections ' that Chavez had & the preferential treatment that he always received. Chavez was also given the opportunity to hand pick his opponents when he felt he was ready to defeat them. Without such unjust advantages Julio Cesar Chavez's career probably still would've been good but NOT the legendary status that he's enjoyed.

Except that Whitaker ducked Chavez for YEARS since the 80's, then finally took this fight, and Chavez took it being 4lbs under the weight limit. Even then all Whitaker did was run, hug and throw low blows. That low blow in the 6th should've gotten him disqualified, but not even one point was taken away. Pretty strange if you ask me.

Can't agree with Pernell on the Chavez fight, I rate Whitaker very highly but he was allowed to get away with a lot of spoiling against Chavez.
The bottom line is this: you can’t tilt the deck for one fighter over another just because the ref is allowing him to get away with it. The “dice” was on Whitaker to win with the bookies, the ref’s were picked to favor Whitaker, Chavez had to come up to 147 which all he could muster was 142 lbs even at 31 yrs of age, and a ref who would allow Whitaker to use bush league tactics throughout the match to offset the rhythm of Chavez and cadence of the bout.
Cortez even allowed Whitaker to shove him after receiving a warning. What did Cortez do? Just said, “Hey! Knock it off.”. It was that bad. Whitaker was hitting low all night, not just the 4th and 6th. He received I think 11 warnings from Cortez if I recall. Not a single point was taken.
Anyone who understands boxing knows how low blows, hitting on breaks, etc, etc., tilts the deck in favor of the one doing it.
Chavez did win the 1sr, 2nd, 5th, 9th and 12. In my opinion Chavez did win the 6 round where the low blows took place, In the 6th round, the round was pretty even then the low blows started. After the low blows , on angry Chavez landed a huge right hand that launched Whitaker back into the ropes, I thought that sequence change that close round for Chavez
Mickey Vann says that him and the Swiss judge both gave round 12 to Chavez because he landed more and all Whitaker did was run. He disagrees with the Texan judge giving the 12 to Whitaker. He says had the Texan judge given the 12 to Chavez like the other 2 judges, it would have been a draw in all 3 scorecards. And the 6th round with the low blow, judge mickey Vann says that all Whitaker did was hit low blows to Chavez, so he wasn't going to award the 6th to Whitaker on low blows
George Benton said he told Meldrick Taylor to hit Chavez on the hips to disrupt his rhythm in their fight in 1990 and for sure his gameplan with Pernell was along similar lines, difference being Whitaker was a brilliant defensive fighter and naturally awkward. He was a nightmare to fight, particularly for a precise well-balanced combination puncher like Chavez. The idea put across by many, including the commentators and most the print media that Whitaker outfought Chavez is laughable. The plan was to irritate, frustrate, foul and keep him from getting set. It worked. And let's be honest here that he is fouling, a lot. I'm not talking about the low blows that Chavez always gets dogged on by the announcers (yes, he does hit low) - though Whitaker lands plenty of them here - but the excessive crouching so his head at times is level with Chavez' waistband, and also the holding and wrestling, sometimes maneuvering himself so he's behind Chavez. It's ridiculous. 50% of Whitaker's game in this fight is was is called "spoiling", when lesser fighters do it. I watched this fight live and it was incredibly disappointing - the fight to determine P4P no.1 did not live up to its billing. And that wasn't just down to the "bad" verdict or Chavez looking far from his usual invincible self, it was Whitaker's tactics. They were effective, no doubt but he shouldn't have been allowed to get away with some of the stuff he was pulling in there.
Whitaker certainly didn’t dictate the pace. That was Chavez. You Whitaker fans won’t even give that no-brainer observation to Chavez lol! Chavez also, to his credit, was landing many body shots on Whitaker that seem to escape recognition from people who watch the fight. Chavez was also not getting hit as often as it looked. Whitaker did land some good clean shots to both head and body of Chavez but mixed in a lot of low blows and illegal activity such as hitting in the back, the hip, and even hit Chavez’ ass once. He hit after the bell and did a lot of mauling. Whitaker basically pulled every bush league tactic or trick from his bag he had in order to get an ugly “perceived win” over an aged and dated Chavez despite the record of Chavez. I think Whitaker fans should be thankful that Joe Cortez allowed Whitaker to fight his fight. Chavez was really in a no-win position. Forget about the score cards.
Judges decided that each man fought their heart out. Each one moved, and worked like they needed to, and neither truly overwhelmed the other. Sweet Pea moved beautifully in there. Danced around that ring like it was prom night. Chavez threw some of the hardest punches I'd seen the man throw in his life. Landing beautifully, though he was fighting an uphill battle against a brick wall. Something seemed wrong though. PW just kept going and going. He was the energizer bunny. Did JCC lose his power? Maybe that was it for him, but no, the news came out. After the fight PW had to go to the hospital. It turns out that JCC's punches were hitting as hard as ever, and Sweet Pea's broken ribs proved it. You have to give PW credit. His tenacity to keep on going until the end, with broken ribs, and move like nothing was bothering him... except for the probability that the broken ribs he suffered weren't bothering him due to the cocaine found in his system at the hospital while getting his ribs mended. The commissioner had to step in and change the ruling though right? Nah, they let it slide. What's done is done, and it's possible that he did coke right after the fight, and on the way to hospital. So no, they just left it as is. Then some time later, a few months short of 5 years from this fight, Sweet Pea was in another amazing match up. He was fighting an amazing contender, Andrey Pestriaev. He went in there and also put on an amazing show. The man seemed to never slow down. He was ruled the winner, by decision. Again, he needed to go to the hospital. During his time there, guess what they found in this system? Well I'll be damned... it was Cocaine. Again. Only this time the commissioner did step in. They stripped PW of his win and ruled the fight a "No Contest". Still not fair, but "rules is rules" and they didn't overturn it to make it a loss, as they should have with the Chavez fight due to similar circumstances. Now, this makes one wonder. How many times did Sweet Pea fight while high on coke? Did it make him a better fighter? That is debatable. I mean the man was impaired and doing beautifully in the ring, but was taking shots that should have put him down for good. If he fought this well while high on coke, imagine what he could have done sober. Just think of that for a second, he fought impaired and danced around like nothing in the world could stop him. Actually nothing in the world could stop him, because of the coke. He may have actually danced around, and fought much better without the drugs in his system, but would he have been able to keep up the stamina levels? Would he have been able to endure all those punches? He may very well have been able to do so, but in my opinioin, my perspective, no. Maybe would have never been caught by the same kinds of punches that he was hit with. I'm sure having the coke in his system prevented him from being afraid of the punches and he walked right into them, or didn't avoid them, because.... well, because he wasn't feeling them. Why move? In the end though, we'll never truly know what he could have done. Time is no one's friend and lost opportunities will never be more than that, lost opportunities. Anyhow, this is neither here, nor now; all that PW showed is that cocaine is a hell of a drug.

The fact that Chavez takes non-title fights between championship fights often leads to confusion with his record; in the fight with Taylor, it is said that he was 66-0, but in reality he was already 68-0; When checking boxing records, Chavez went 88-0 here in this fight with Whitaker, the fight with Dela Hoya was advertised as his 100th fight, and it took a while to confirm that it is in fact his 100th fight.
This was a really good fight considering Chavez wasn't in his prime here. It's pretty obvious that the mileage he racked up in 88 fights had taken its toll on him in terms of reflexes and pace. Still, he was at 75-80 percent of his ability here and this made it a good fight. Watching this fight several times, I saw a close fight that I had no problem with being declared a draw. Pernell is a bona fide Hall of Famer, so it stands to reason this was a close fight. I wish they had faced each other earlier, when Chavez had maybe at least 25 fewer fights in his career. Whitaker was taking some pretty good body shots here. I'm sure the judges saw that and took it into account. He landed the punching part of it, but many were also glancing punches that, if he threw a 4-punch combination, one was solid and the other was more of a brush type. No power. The others bounce off the gloves or Julio just leans in enough to deflect them. I don't see any controversy here.
Chavez began using drugs and not training properly for fights after the fight with Camacho.
Chavez was no longer at his best in this fight. By the time this fight took place, Chavez already had 88 fights and had been in as many wars at that point. Whitaker barely had like 30 fights before this one, so of course he was in the prime of him.
It's like Leonard vs. Duran, Duran had 70 fights by the time he fought Leonard, and Leonard only had like 27 fights. So, of course, someone with fewer fights is fresher and less banged up than a guy who has 88 fights.
The fight was very close until the middle, in fact most people thought that Chavez would win by one or two rounds, but no one realized that Whitaker's best rounds came after he landed a couple of brutal low blows with minutes apart, coincidence? Karma is a f*ck.
Well, all the commentators agreed that Whitaker was up by a round going into the 11th, which was also my card, I had him losing on the 11th, I had him winning the first minute of the last round (his corner told him he needed the last two rounds, they knew it was close!) then they suddenly stopped fighting and started running, grappling, etc., so I ended up giving that round to Chavez, Chavez connected with him on a regular basis (except rounds 7 and 8 that Whitaker dominated, which was after the ferocious low blows), you are too much of a fan to watch the fight seriously. The thing is, Whitaker clearly won a handful of rounds in dominant fashion, while the rounds Chavez won weren't as dominant, a lot of rounds were very close, so people just gave those rounds to the fighter they like, not because know something about punctuation.
Chávez at 142 pounds was a super lightweight and Whitaker with his 1461/2 plus hydration, I estimate that the fight took place with about 8 Kg or 15 to 20 lbs, a considerable advantage for a welterweight fight, the same thing that happened with Hoya 2 although in that one he was already more affected by vices and lack of training but in boxing there are no excuses here it was a draw and in the other the great Chavez lost.
Chávez fought at 142 lbs, hydrated, practically the confrontation was a Welterweight vs a Lightweight, just like the fight with De La Hoya 2 he went up at 144 lbs. (according to an interview with BAR, de la Hoya and Chávez) and de la Hoya at the limit plus hydration
      .
It is not an excuse, it is decisive, the weight plays a very important role in a fight, from the punching, the ties (hugs) and the wear and tear is greater for the lighter one (more so when there is as much hugging as in this one) a fight at 140 lbrs or 147 but in parity (equality) It would have been more equitable, Pernell fought with a weight advantage.
Bottom line, Chavez wasn't a welterweight, he was a super lightweight. Chavez himself said in an interview with Oscar De La Hoya a few years ago that he was never a natural welterweight. Whitaker knew it and that's why he accepted this fight at welterweight. Whitaker only fought one fight at super lightweight, then moved up. Whitaker didn't want to mess with Chavez in the super lightweight division because he knew that in that weight class, Chavez was a beast.
It's pretty obvious that Whitaker didn't compete for the 140-pound titles because he knew that he would most likely face Chavez and he knew that at that weight class, Chavez was a beast and was in the prime of him. Also, it's true, Chavez didn't look like he usually does in this fight, but remember, it was his first fight at 147. And I give Chavez credit because he could have challenged any other welterweight champion at the time, but he chose to fight the best, which was Whitaker. And he wasn't destroyed or beaten, he gave a good performance to compete in the welterweight division for the first time. Chávez is like Aron Pryor, at 140 they were beasts, but at 147 they simply weren't. But it's no big deal, he's still a legend no matter what the haters say. By the way, I'm not saying you hate him.

No excuse for that, except he was scared and they knew they couldn't do anything with prime JCC, so they waited until the mid-90s.
