Hazrat Ali (as) never said he is not qualified. He (pbuh) had never spoken and neither he could speak a word against the word of Prophet Muhammad (pbuh). As the Prophet announced that Ali is most qualified after him, Ali (as) couldn't say he not qualified. The council is only composed of specifically Muslims, half of which are also chosen by the leader and the other half are chosen by people in the other positions, and guess who let's them in those positions.

They had no right do separatism in Donbass and sent their Russians soldiers later there since May 2014. I remember all, I will say you how this was. Because those 2 people had blue-yellow Ukrainian national flag and Volodymyr Rybak hanged this flag on building of city council in Horlivka. Later Russians started murder and torture Ukrainian civillians and throw out them from own homes, so Ukrainian President Poroshenko sent there Armed Forces of Ukraine in May 2014 to supress those savage separatists who destroyed Ukrainian public buildings and removed Ukrainian national flags and tridents (tryzubs - tryzub is coat of arm of Ukraine). So Russia joined into this conflict and started war between Russia and Ukraine which is to now. Russians attacked all Ukraine in 2022 with full power.

I was recently in Kiev in October 2022 and I heard anty-air alarms few times in nights and I couldn't sleep and I thought that those are rockets while later showed out that those were Iranian drones which bombed Bila Tserkva near Kiev and later bombed electric power plant near Kiev and in all capital of Ukraine wasn't hot water and later at all electricity. My block is not on gas, but on electricity, so I couldn't even heat water to washing (in the beggining I heated water on electric kitchen). So I returned from Kiev to flat in Poland.
