The reason The Hobbit Legolas is like that is because he hasn't seen enough of the world between The time between The Hobbit and LOTR he changed greatly from a cold ruthless hunter to a kind but very much dangerous warrior because he saw and met different people who changed him he saw true love live and die and he just decided to head out and see what the world had to offer.
