I propose this story.
Minato is a member of the Kurama clan. Thanks to Minato the Kurama clan continued to thrive even though there were few of them alive.
Minato, Kushina and the members of the Kurama clan do not trust Hiruzen and the council if something happens during Naruto's birth and therefore sign documents to make the other Kuramas Naruto's official family surpassing Hiruzen, Danzo and the council thanks also to the support of the daimyo. The daimyo also threatens that if word gets out that Naruto is a jinchuriki he will have everyone on the council killed. Daimyo was saved by Minato in the past and is now repaying the debt by protecting Naruto.
Danzo and the council are not happy at all, but there is nothing they can do. Furthermore, medical tests on Naruto revealed that Naruto has both Uzumaki and Kurama abilities. For the Kurama clan, having someone who has huge amount of chakra and great control and powerful genjutsu is the best.
Naruto has the same ability as Yakumo and also Ido, but unlike Yakumo he does not suffer any negative effects. This is for two reasons. Minato knew this possibility and so he put an extra cage for Ido if Naruto would have this problem. Kurama wouldn't let this entity control Naruto because Kurama befriended Kushina in the past and is basically an unofficial godfather.
Naruto grows and trains with the support of the clan and is much stronger than the canon one. Also shinobi and civilians don't know about the Kyubi and only a few know about it.
Technically Naruto wouldn't be the heir of the clan, but Yakumo has problems and can't be the heir. So it is decided that Naruto will become one. Yakumo is not happy at first, but then she meets Naruto and begins to develop a crush. Furthermore, they are the last children of the clan and it is decided that they will become a couple. Naruto helps Yakumo with Ido and everything works out.
Naruto is very strong. Among other things the Kurama clan also has information on rasengan and hiraishin 2.0 (Minato's version). Other clan members do not have the chakra reserves to use hiraishin more than two or three times in addition to using jutsu, but Naruto can do this hundreds if not thousands of times.
Whether they like it or not, the council and Konoha need good relations with Naruto and the Kurama clan. The Kurama genjutsu is the best if we exclude the mangekyou sharingan and it is not necessarily inferior in any case. Naruto and Yakumo's genjutsu can become real and that is incredibly powerful.
There's a problem though. The Kurama are too few and therefore to solve the problem Naruto must enter CRA because Yakumo is not enough.
