So... a kid in an orphanage can reject potential adoptive parents, there is no consequence for just abandoning your kid at a hospital when you take a new child home, there's no child protective service investigation for such regular high-profile absurd behaviors, orphanages just let grown or nearly grown former orphans return as employees/volunteers to earn their stay, and some other wackiness... what country is this all happening in? Is it even on this planet?

You (the child) can *say* you don't want to go, but you are pretty much the orphanage's property... no authority in what you say.
