Because Cyberpunk was made by inexperienced amateurs. Thats why its so trash. You need good talented developers to make a good game. Time is less important. The most important Thing are talented developers. And Cyberpunk was not made by talented experienced developers. Cyberpunk was made by inexperienced amateurs.

Many of the more experienced staff were burnt out before the end, leading to them being replaced by less experienced developers. Such a high turnover also led to communication breakdowns and other problems. Like I said in my previous comment; this project was wracked by many problems of all kinds. You can't boil it down to just one thing, it was everything combined. It was like CDPR had managed to bottle up all their "back luck" that didn't happen on other projects and the bottle burst while they were working on this.
