World class defenders are people like van dijk, chiellini, bonucci and Hummels (in his prime).
I could easily mention many world class defenders or players over the last few years that were similarly dirty players. Ramos is quite easily one of the best defenders of his generation regardless (the 3rd best from Spain in the modern era, behind Hierro and Puyol)

Ramos does have a lot of red cards and put in a lot of vicious tackles. Some "tactical fouls" in bigger games but the majority of Ramos' red cards came in smaller games that were already won or early in a season well before the "business end". Sometimes it seemed like he was overly frustrated with his team not getting the results they needed and other times there's a valid question as to whether Ramos has always intended to receive a record number of cards. On the biggest stage he's reliable... 2 European Championships, a world cup, 4 Champions League finals and several Copa del Reys, tell us that he's a world class defender. If he wasn't then the best attackers in the opposition would target him as the one who will give away free-kicks and penalties, and get him sent off on these big occasions to weaken the opposition.
