I think meena is a aesthetic beauty while madhu was a classic beauty. But madhubala ranked first according to the list nargis was considered 1st but later in the survey mumtaz replaced her.. Amanda here's the story : That's Emperor Akbar & his son Salim watching the dance by Anarkali, the palace courtesan. Now Salim & Anarkali are in love unknown to the Emperor. He finds out & won't have any of it. Finally he sends the girl to be buried alive - bricked in an enclosure. The song is about Radha complaining that Krishna (they love each other) is teasing her when she goes to the river to collect water. 'Panghat' is where they go for the water. Song implies the two of them Prince & the courtesan.
