Hi, yes One paper can be enough to get admission. as your previous degree is very specialized so chances of getting PhD are higher. IELTS is compulsory for admission but there can be exception sometimes if the professor is agreed. For PhD, One can apply anytime, admissions are open throughout the year in Finland

if you have found a position, thats really nice. tbh publication do have weightage but thats not all. some professor look for passion and interest. if you have read relevant course and worked on relevant field thats enough. so i would say go for it :)

Will there be a possibility of an open position irrespective of the application deadline from the university? If yes, will there be fundings involved in this situation or fundings are only available if we apply within deadline?
