Ok realistically Megumi would one tap Fen since the literal first curse we see in JJK is stronger than anybody in FPE but the fight was really sweet and the binding vow with Mahoraga you came up was really cool (shame that Megumi isn't smart enough to come up with it)
He didn't do it in the seriea because binding vows don't work that way. It'd be like me making a vow that goes, "Alright I get to play this video game for free but in exchange I can only play it on thursday." That's not an exchange, it's just me getting the game loaned to me, he's not giving up anything in exchange for raga summoning, he's just getting the raga free trial
