From what I'm gathering, this whole update is all about the "inheritance" of a legacy. In the newest chapters we see that in 2 characters (not going to spoil it) and in this cutscene Cindy inheriting Lilith's legacy. We really are building up towards the revival of the Goddess Squad. With the Legendary Commander's, Lilith's and Red Hood's legacy's already set, we now have to see who inherits Dorothy, Scarlet, and Snow White's legacies to complete it. Though I'm already expecting Anis and Neon to inherit 2 slots as well, the last one I'm not sure on who yet since Marian seems to have inherited the Queen instead.
Dorothy, Snow White and Scarlet are still alive though..Rapunzel too. I doubt they'll seek any successor at this point. However, the other 2nd generation Grimm Squad members...I don't know who'll inherit their legacies though...

The Queen is the Fairy Tale Nikke N°01.. On his shoulder we can see her number. Let's remember that the Original nikke is Liliweiss (we could say that it is N°00). Then the Fairy Tale were created, the first known being Dorothy, but her number is 02 officially. The Nikke who was the first clone of Liliweiss (the one she was going to visit in the flowery field) she probably was the first Fairy Tale and is the same one who became the Queen. This cinematic confirms it.

Interesting if how I'm understanding things are correct. Lilleweis battles Cinderella, without the Legendary Commander and the Goddess Squad. Those three entities get separated. LC returns to the Goddess Squad but is stunned that Lilleweis isn't there. They gain access to the Space Elevator providing Cinderella the means to get to the Space Station. Knowing full well Lilliweis can't defeat the Rapture Queen. Cinderella has regenerative capabilites while Lilliweis doesn't. Cinderella turns as she wants to face the Rapture Queen alone. As a result of what occurred with the Old Tales squad. Which is why Cinderella doesn't immediately die from that blast into space. Cinderella's been the key and has been all along. But what happens when your foe has a face of an idol you aspire to be like. It sets the stage for all 3 facets. The past (Cinderella's betrayal), the present (The ending of the corruption and return of Normal Cinderella). and the future. (Cinderella vs Rapture Queen redux but with Lilliweis' likeness). Utterly phenomenal world building.
Perhaps the Queen wants Liliweiss's memories to harness her strategic genius for combat. Alternatively... imagine Liliweiss’s head/brain in a jar being bolted onto the Queen’s monstrous form, like Wheatley from Portal 2. that would be horrifying lol

That entity seems to be hooked up with cables at the back of its head to something much bigger as you can see at 1:25. Could be possible that they're being using as a vessel/puppet and whatever in the back is the the Queen and not the humanoid figure at the forefront especially as its hand movements seemed very puppet like before being confronted. Also to note that at 1:18 for a brief frame you can see the words "Q-001" on her armour. We know that in Red Ash that Dorothy is Grimms Model 02 and the other members following with corresponding numbers but we never found out who 01 was. They're missing an extra 0 but it is something to consider. Some people speculated it could be Lilith's sister she was talking to in Red Ash in one of the recordings. In Marian's Second Affection outfit you can see she has the word "Q" and "02" on the jacket and with a "02" on her chest. It's missing a single 0 which could be an oversight but more than likely is intentional. She also shares the 3 black stars on her headpiece as well that this entity has on their forehead. We know Marian is a Queen candidate because of Chatterbox etc. She also emitted black lightning back in chapter 14 I think it was, and the humanoid figure here also does that. Absolutely love the story/lore in this game so it's going to be very interesting to see how this all plays out.

Did you notice the crown of stars on the Queen's 5head? Look again at Marian's crown in her Second Affection skin. Chatterbox genuinely simped for her so hard he wanted her to be his Queen.
As interesting as the event is, I'm completely lost having just finished Ch 18. However, I'm not dumb enough to skip free mats and characters for the sake of spoilers. Once I hit a roadblock in the campaign, I'll probably go through the side stories and get some lore to catch up on.
You need to read past events like Red Ash and Overzone. Those two + Old Tales are all flashback events that happened before the beginning of the campaign, so those 3 events will contextualize a lot of things you'll see during the campaign.
There is no way that the thing Cindy fought was the Queen herself(I mean, it is not confirmed yet). Cuz there is no way she would be that weak. I know Cindy is very strong, but the queen shouldn't be that easy to be damaged. So, I think it was just a middle boss or something.

As interesting as the event is, I'm completely lost having just finished Ch 18. However, I'm not dumb enough to skip free mats and characters for the sake of spoilers. Once I hit a roadblock in the campaign, I'll probably go through the side stories and get some lore to catch up on.
You need to read past events like Red Ash and Overzone. Those two + Old Tales are all flashback events that happened before the beginning of the campaign, so those 3 events will contextualize a lot of things you'll see during the campaign.
