Another thing that would make the spell not work; at what point is an object considered stationary, all living creatures have moving organs and cell structures. If you zoom in even more the atoms that compose you are constantly moving no matter how cold. And what classifies as living, as far as we know “living” is a made up concept used to explain the difference between static objects and complex self replicating structures. The spell was doomed to fail simply because it was too vague

Yes and no. The spell did activate and would be catastrophic but those who made it failed to take into account the fact that our entire galaxy and everything in it is constantly moving, effectively rendering it useless.
