4:08 example has an explanation.
If you use "are playing" it will be in the past continuous form and thus requires another another set of phrase that relates to the previous action. Example: In the province, the children are playing while their parents are preparing their meals. While the correct answer "plays" shows a simple present form and is appropriate for this sentence.
It's not about the words being short or being long. English grammar has rules or exceptions to it.

Sana nagbigay ka ng example ng collective nouns tungkol sa "subject-verb agreement" kagaya ng:
An army of ants.
A flock of birds.
A flock of sheep.
A herd of deer.
A hive of bees.
A litter of puppies.
A murder of crows.
A pack of hounds.
Kahit marami sila, singular sila dahil collective. Example: An army of ants IS on the way to the food source. Or, the ants ARE on the way to the food source.
Ang madalas gawan ng maling verb ang subject kagaya ng words na "everybody, everyone, or all." Example: Everybody must attend the meeting at noon; they should expect it to last an hour. Ano ang mali? The plural pronoun "they." The sentence should be written as "Everybody must attend the meeting at noon; HE or SHE should expect it to last an hour."
Example naman sa proper nouns na may "S" kagaya ng "Philippines" na under sa No. 8. Dahil sya ay isa lamang o singular kahit may "s" sa huli, ang verb nya dapat ay may "s" kagaya ng:
The Philippines PLAYS a vital role in the South China Sea dispute.
The Philippines CONSISTS of thousands of islands.
The Philippines RESTS at the ends of the earth.
Ang "subject-verb agreement" ang madalas gawan ng pagkakamali kahit sa mga native English speakers and writers.

In addition sa mga panggulo na dapat tingnan, kapag you encounter with these terms like Both, Few, Many, Others, and Several, these are equivalent to plural. Yon lang po natatandaan ko as of now sa mga nababasa kong libro regarding grammar. Corrent me if I'm wrong. I find "neither/nor" confusing. According to my college instructor, if "neither/nor" is in the sentence, directly the verb is singular. 😕
