Fredrica Bernkastle is a Rika based character. She has the same voice as in Higurashi, which isn't hard to notice. Though she has a different attitude she is still, pretty much, the same character wise, as in, Same looks, same voice Only difference, she's a Witch and plays an entirely different role (And plus she doesn't die constantly) Sorry to affiliate myself in this, however I believe I should have gave my shot at, pretty much, sorting out what's different and the same. :)

Anyway, if you want to believe she isnt, so be it but i think there is no need to refuse that because it really doesn't matter too much in the story.
