yes, cuz usually only x3d processors is giving that such a performance as a 400-1000fps ( from 7 5700x3d to 7 9800x3d ) aswell, your cpu is to old, so you should get an upgrade to 7 5700x3d, or 7 5800x3d to get 400-600avg

ur fps is limited by your cpu, 12400f L3 cache is 18. but the price? 5700x3d is double 12400f at my country. so yeah, 12400f still a budget cpu, it can last 3-4 years.

@ its the default. Does your cpu drop the freqs? If so - check the temperatures, your cpu might be trottling
