Bless the rains, is similar to when someone says "bless you" to wish you well; so, in the song it would be like saying, I hope for rain down in Africa. The main vocalist wrote the lyrics, after watching a documentary about Africa and seeing the plight of the people there. The rain, means water, to ease drought conditions, as well as, good things in general.
