It looks like Thai chilis, garlic, cilantro, fish sauce, sugar,mb lime? This is typical dipping sauce for Thais. A combo of some or all the ingredients listed. You can also add tamarind and substitute the fish sauce for a light soy sauce, not kikkoman (too salty and dense)
