the way I see it, there was some like super intense time sensitive situation happening, and so when Katsuki asked for a jump Deku just panicked and yelled like "AAAAAH GOTTA GO KACCHAN SORRY" instead of taking like 10 seconds to explain the sitch, bc panic, so Katsuki's pissed he just ran off, but he absolutely did have jumper cables in his car (and Katsuki knows it and it only makes him more pissed off)
