The speed force doesnt exist in this universe. The creators didn't think it made a lot of sense which means that if wally is still alive he isn't in the speed force. He could have been sent somewhere else but so far he is dead. There hasn't been any Easter eggs to say that they bringing him back.
Yeah, He gets trapped in the speed force, comes out even faster, but doesn't go full speed because he doesn't want to surpass his mentor, Barry. All this info from comics
