The ICC has jurisdiction over what happens in Gaza and West Bank as per the Rome statute. Palestine is under the jurisdiction of the ICC so crimes perpetrated by a Palestinian or on Palestinian soil are within the ICCs remit. I'm not sure who told you the ICC can't prosecute war crimes committed by Palestinians or war crimes committed on Palestinian soil, but you've been misinformed or lied to. I assure you, the alleged war crimes of Israel on Palestinian soil are completely in the jurisdiction of the ICC, hence the seeking of arrest warrants.
You may be confused as the ICC has no jurisdiction over what happens in Israel by Israelis. But obviously, Israel has allegedly committed crimes in a jurisdiction outside of Israel. The ICC can prosecute crimes done by Israelis in Palestine as Palestine is a signatory to the ICC.

How is ICC illegal? It is a court of law with jurisdiction in countries and territories that are signatories to an agreement giving the Court the said jurisdiction. Palestine is such a territory.

ICC deals with individuals, hence the warrants for Israeli and Hamas leaders. The jurisdiction of ICC over what happens in Gaza is given by the fact that Palestine is a signatory of the ICC statute, also called the Rome Statute. The war crimes mentioned in the warrant are alleged to have been committed in the Palestinian territory.

Why is this prosecutor making it public now?
