I don't think you need an new SOP or proof of funds. Offer letter for the new course should suffice.
What are some of the colleges that are offering 1+1 courses in Tech? I only know about Seneca and can't seem to find any other...
You will need to do some research but you can try checking Sheridan, Conestoga, Centennial

You are entirely wrong on the course fees part. You said you need to pay double for 1+1 but the fact is even if you are doing a 2 year course fees is same per year.
