Set up pilot programs in every province that provides matriculants with the land, infrastructure and education to start farming 2 or 3 Hectares. The land can be free for the first year or two, thereafter you have to start paying rent with the profit you make. If successful you get a near 0% interest loan from the state to buy a farm and build your own and the country's future. Thanks for the solid video Pen. Uncomfortable but solid.
One of the key elements that I think is missing in our general talks on the land issue is the cadastral system and the deeds registry in South Africa. The Land Survey act, (ACT No. 8 of 1997) still refers the conditions of land ownership to the Deeds Registries act, 1937 (ACT No. 47 of 1937) {In post apartheid South Africa, one of the laws govening land hasn't changed since 1937}. Section 70 of The Deeds Reg act says the ownership of rights to minerals on a piece of land may be separate from the ownership of land use. This means land by definition in South Africa has two meanings. There is the ground you use i.e. Land Use and there is the Land you can extract from. Sec 71 of the same act says any person on who's land a Township is established{land use}, can keep the rights to the minerals on that land even if he sells the land and gives ownership away. So this means you can have a single piece of land having two conditions of ownership. One party owns the ground and can develop it or cultivate it and gets a title deed. The other party {someone who was eligible for land ownership in 1937} has the rights to the land and its value in terms of mineral wealth, and they have their name registered in the cadastral records. This is why we indeed have land hoarders. People who are holding on to the literal land and its value in minerals. Some can give the land use rights away to a different ownership under the deeds registry act of 1937{meaning they keep the ownership of the value of the land in terms of minerals}, but most are reluctant because they are hoarding. We will never know the truth about land ownership until we do a cadastral land audit that will show who owns both the land use and the land value. The cadastral data would reveal on who's farm each one of us is residing. I was shocked to learn that my home in Soshanguve is on a farm. My family holds a title Deed that says our house is on a certain Erf. We have ownership of the Erf, but not the land that it is on. Land use is one thing, but what about land value based on mineral rights? It still belongs to Rietgat according to the cadastral records. In 1886, the Occupation Act (No.8) 1886, allowed the then state to expropriate without any form of compensation. This is one of the many ACTs that legally yet unjustly allowed for black people to loose their elegitibility to be land owners in their own land. A year later the right to vote was taken away from anyone who didn't own land. The Parliamentary Voter's Registration ACT of 1887 allowed for that. Land ownership was used to descriminate. In 1887 Land ownership made you eligible to vote. It is an extensive and intricate system of dispossession that has had a hundred years to mature. We don't even have the right institutions and organisations to carry out a land audit that will reflect the truth about ownership. The Deeds Registry itself is an institution for land dispossession. It hides the truth about what land is and what ownership of land is. Today even our black leaders in politics do not seem to understand the land issue. Its not just about who can occupy what land but also about who's name is registered should the land be discovered to carry mineral wealth. If the history was made public in its entirety, and if people knew to listen, we would all resurrect the call for land! So much needs to be explained to our people, but first, so much more needs to first be unearthed. What if 100% of the land and it's value belongs to descendents of settlers? According to the laws that still govern our land ownership, it is possible! It is true. The ANC formed some 37-odd years before apartheid. But, it did form at the same time as the Native Lands act. The ANC formed as a black people's response to the land issue. Apartheid was invented much later after the formation of the ANC because it was a way to silence those who were still fighting for land. Apartheid ended because it was done silencing those who were still calling for land. The apartheid government killed and terrorized our people until we learned to shut up on the land issue. When we had stopped chanting Mayibuye iAfrika, that when they also stopped shooting. Today as a people we have forgotten that it was always about land. Mayibuye iAfrika; mayivuke iAzania!

The best natural agricultural land in South Africa is in Zululand, Transkei, Venda and Mpumalanga and a small coastal strip in the cape. Except for the Cape, these areas wildly underperform ito potential. It is a vast resource of economic upliftment, employment not used.

An important part of this conversation must be the production of food. Without food and clean water we are nothing. Through dialogue like this we can find solutions. Only when every kid can have a quality education in well equipped schools, exposure to sport and the arts and decent qualified teachers with morals can our children go out in the world and compete on an equal footing. I do not have land. I have a small business that will one day help me buy the land that I dream of having. As a proud South African, I suggest we help alleviate the land problem by not just giving land but instead by giving equal opportunity. Take funds dedicated to land reform and give it to black and previously disadvantaged people in the form of opportunities. Opportunities to be educated, opportunities to start their own businesses and revenue streams. Then watch the land problem sort it's self out over time. More black people will be successful, more black people will provide jobs and opportunities for others, thus allowing more black people to buy their own land. I know it doesnt get justice for those in 1913 but none of us were alive then. Lets start now for a just future. Let's give the under privileged some privileges so that they can one day privilege others.

First people here in South Africa - Khoi San =fact - the rest either walked by foot down the east coast or came by boat over the sea. The idea of simply giving land to untrained individuals is a recipe for failure. Every field has its technicalities; even something as simple as hair involves a detailed, complex science. The use of land is far more intricate, involving labor skills, economics, and more. Therefore, land cannot be transferred or given without ensuring that the recipients have the necessary skills. One solution is to train native people to work the land. This can be implemented as a tax on current landowners, making it compulsory for them to provide training. A threshold could be established where landowners must train a certain number of people to be compliant. These trained individuals can then be moved to viable, unused land. This approach ensures that the land is used effectively and sustainably, addressing long-standing suggestions to utilize all viable land.

Not everybody has the capacity to run a commercial farming operation successfully. You would have to identify individuals who do firstly and then hope they have the fortitude to stick to it. Farming profitably consistently is not for everyone.

Hey Pen. I am self employed as from 3 years back, I had to move out of the city to home ekasi in Witbank in order to start-up my fashion studio rent free. I have experienced that even the government allocated land for Kasi expansion, that is supposed to be award to "backyard dwellers", in order to deminish the multi generational issues in emalokshini. That land is only given to those who have min R6000 for bribe per stand, the councillors/ political reps share. If you can not afford the bribe then just forget about getting that free piece of land that later occupants recieve RDPs. The problem is also on the ground, our own people sell of our land. I have been here for three years and I have been sent to pillar and post when I ask the people who are responsible for the allocation in these pieces of land.

Being a white South African, owning a house on a piece of ground I worked and paid for by the sweat of my brow, I have to confess that I never understood the LAND issue until tonight. Thank you for the most interesting input and making it easy to "get". None of my forefathers owned land or houses since we "arrived" in the 1600's. I am the first in my family tree. Thank you for this topic because it is assumed that we (the citizens) automatically understand and have knowledge of the land issue and the history thereof.
Land ownership is not a question for everyone, Europeans, Asians and Africans. Other people are interested in doing an office work that starts from 9-5. The question of land ownership should be directed to Africans who view land as not just an asset, but Capital. The attitude and answer to the question would be different!
Rubbish, I'm white, love my 10 hectares, do small scale farming on it as well as do installations in town, I have never wanted a office job and as soon as I had children I moved out of town. You can speak for yourself, but don't assume you know what is I important for the rest of the country.

@@godpenuel The frequency at which we change Presidents is too short to unpack and change the the laws for land redistribution given that every president seems to come with new plan. The stats you have shown should be the basis of our conversation to develop new targets and KPIs need to be set and tracked to check the progress. The corruption that no body talks about with regard to leasing of land owned by government is a topic by itself. So we have a serious challenge on the land issue which requires great strategic intent which is dont think i government has.
Royal Bafokeng land was bought and paid by the nation itself through a project that predates the democratic dispensation. it was not acquired in the same fashion as the other trust (I know you didn't say it was...just a general statement)

You've touched on everything so I'll just echo your thoughts: the land question needs to be openly discussed without fear of prejudice, and I don't think we need government approval so long as the "landless" engage with landlords in productive conversations. Upskilling the labour force is key. Cross/arranged marriages are as old a tradition as they get, but in the context you provided, indeed a way to also solve the land redistribution issue.

The Land Survey act, (ACT No. 8 of 1997) still refers the conditions of land ownership to the Deeds Registries act, 1937 (ACT No. 47 of 1937) {In post apartheid South Africa, one of the laws govening land hasn't changed since 1937}. Section 70 of The Deeds Reg act says the ownership of rights to minerals on a piece of land may be separate from the ownership of land use. This means land by definition in South Africa has two meanings. There is the ground you use i.e. Land Use and there is the Land you can extract from. Sec 71 of the same act says any person on who's land a Township is established{land use}, can keep the rights to the minerals on that land even if he sells the land and gives ownership away. So this means you can have a single piece of land having two conditions of ownership. One party owns the ground and can develop it or cultivate it and gets a title deed. The other party {someone who was eligible for land ownership in 1937} has the rights to the land and its value in terms of mineral wealth, and they have their name registered in the cadastral records. This is why we indeed have land hoarders. People who are holding on to the literal land and its value in minerals. Some can give the land use rights away to a different ownership under the deeds registry act of 1937{meaning they keep the ownership of the value of the land in terms of minerals}, but most are reluctant because they are hoarding.
We will never know the truth about land ownership until we do a cadastral land audit that will show who owns both the land use and the land value. The cadastral data would reveal on who's farm each one of us is residing. I was shocked to learn that my home in Soshanguve is on a farm. My family holds a title Deed that says our house is on a certain Erf. We have ownership of the Erf, but not the land that it is on. Land use is one thing, but what about land value based on mineral rights? It still belongs to Rietgat according to the cadastral records.
In 1886, the Occupation Act (No.8) 1886, allowed the then state to expropriate without any form of compensation. This is one of the many ACTs that legally yet unjustly allowed for black people to loose their elegitibility to be land owners in their own land. A year later the right to vote was taken away from anyone who didn't own land. The Parliamentary Voter's Registration ACT of 1887 allowed for that. Land ownership was used to descriminate. In 1887 Land ownership made you eligible to vote.
It is an extensive and intricate system of dispossession that has had a hundred years to mature. We don't even have the right institutions and organisations to carry out a land audit that will reflect the truth about ownership. The Deeds Registry itself is an institution for land dispossession. It hides the truth about what land is and what ownership of land is.
Today even our black leaders in politics do not seem to understand the land issue. Its not just about who can occupy what land but also about who's name is registered should the land be discovered to carry mineral wealth. If the history was made public in its entirety, and if people knew to listen, we would all resurrect the call for land! So much needs to be explained to our people, but first, so much more needs to first be unearthed.
What if 100% of the land and it's value belongs to descendents of settlers? According to the laws that still govern our land ownership, it is possible!
It is true. The ANC formed some 37-odd years before apartheid. But, it did form at the same time as the Native Lands act. The ANC formed as a black people's response to the land issue.
Apartheid was invented much later after the formation of the ANC because it was a way to silence those who were still fighting for land. Apartheid ended because it was done silencing those who were still calling for land. The apartheid government killed and terrorized our people until we learned to shut up on the land issue. When we had stopped chanting Mayibuye iAfrika, that when they also stopped shooting. Today as a people we have forgotten that it was always about land.

The best natural agricultural land in South Africa is in Zululand, Transkei, Venda and Mpumalanga and a small coastal strip in the cape.

Opportunities to be educated, opportunities to start their own businesses and revenue streams. Then watch the land problem sort it's self out over time. More black people will be successful, more black people will provide jobs and opportunities for others, thus allowing more black people to buy their own land. I know it doesnt get justice for those in 1913 but none of us were alive then. Lets start now for a just future. Let's give the under privileged some privileges so that they can one day privilege others.

The use of land is far more intricate, involving labor skills, economics, and more. Therefore, land cannot be transferred or given without ensuring that the recipients have the necessary skills.
One solution is to train native people to work the land. This can be implemented as a tax on current landowners, making it compulsory for them to provide training. A threshold could be established where landowners must train a certain number of people to be compliant. These trained individuals can then be moved to viable, unused land. This approach ensures that the land is used effectively and sustainably, addressing long-standing suggestions to utilize all viable land.

Not everybody has the capacity to run a commercial farming operation successfully. You would have to identify individuals who do firstly and then hope they have the fortitude to stick to it. Farming profitably consistently is not for everyone.

Hey Pen. I am self employed as from 3 years back, I had to move out of the city to home ekasi in Witbank in order to start-up my fashion studio rent free. I have experienced that even the government allocated land for Kasi expansion, that is supposed to be award to "backyard dwellers", in order to deminish the multi generational issues in emalokshini. That land is only given to those who have min R6000 for bribe per stand, the councillors/ political reps share. If you can not afford the bribe then just forget about getting that free piece of land that later occupants recieve RDPs. The problem is also on the ground, our own people sell of our land. I have been here for three years and I have been sent to pillar and post when I ask the people who are responsible for the allocation in these pieces of land.

Thank you for the most interesting input and making it easy to "get". None of my forefathers owned land or houses since we "arrived" in the 1600's. I am the first in my family tree. Thank you for this topic because it is assumed that we (the citizens) automatically understand and have knowledge of the land issue and the history thereof.

Land ownership is not a question for everyone, Europeans, Asians and Africans. Other people are interested in doing an office work that starts from 9-5. The question of land ownership should be directed to Africans who view land as not just an asset, but Capital. The attitude and answer to the question would be different!

The stats you have shown should be the basis of our conversation to develop new targets and KPIs need to be set and tracked to check the progress. The corruption that no body talks about with regard to leasing of land owned by government is a topic by itself. So we have a serious challenge on the land issue which requires great strategic intent which is dont think i government has.

You've touched on everything so I'll just echo your thoughts: the land question needs to be openly discussed without fear of prejudice, and I don't think we need government approval so long as the "landless" engage with landlords in productive conversations. Upskilling the labour force is key. Cross/arranged marriages are as old a tradition as they get, but in the context you provided, indeed a way to also solve the land redistribution issue.
